Solicitud a la Coordinadora por la protección de los recursos naturales de la Comarca
Por este medio el Movimiento 10 de Abril M10 reunido a partir del 28 de marzo del 2011 a un lado de la Carretera Interamericana por motivos de Acción de protesta contra el avance inconsulto del proyecto hidroeléctrico Barro Blanco de la empresa GENISA el cual desde el día 18 de marzo irrumpieron al Rio Tabasará con su maquinaria las cuales han devastado el lecho rocoso del rio y han procedido a iniciar el desvío del rio mediante maquinaria perforadora.
v Solicitamos a la coordinadora en la mesa del dialogo elevar la situación urgente ante la comisión ad hoc
v Solicitar la presencia de la Ministra de Gobierno Roxana Méndez ante la situación y el punto del conflicto.
v Solicitamos el cese de actividades y salida de la maquinaria del punto del conflicto.
v Estos puntos son necesarios para iniciar la mesa de diálogo ya que el acuerdo firmado por el Presidente de la República ha sido violado en el punto dos sobre los recursos hídricos de la comarca. Este punto especifica que se detendrán los trabajos que afecten a la comarca y el sector campesino ha sido violado.
v Cabe señalar que el Estudio del Impacto Ambiental del proyecto tiene vigencia de solo dos años y ha expirado en Mayo del 2010 así que por lo tanto los trabajos que realiza la empresa GENISA están fuera de la ley.
v Es importante recalcar que las comunidades indígenas y campesinas en las márgenes del Rio Tabasará no se les han tomado en cuenta para el foro público. Se repartieron volantes solo en Tole cabecera y no así en las comunidades afectadas por le proyecto.
v Que al darse cuenta de la celebración de esta trascendental reunión las comunidades se presentaron en las puertas de evento y se les negó la entrada en violación de toda norma de derechos humanos. Pero al ver que eran tantos finalmente se les permitió la entrada pero diciéndoles que este era simplemente una reunión informal sin términos vinculantes.
v Solicitamos que se inicie una investigación en todos los puntos pues consideramos que se han violados los derechos de la comunidad Ngäbe y campesinas.
v También se informa que los trabajos se han iniciado sin tomar en cuenta las comunidades Ngäbe indígenas y campesinas que serán inundadas en forma directa mediante la formación de un embalse que les inundaran sus tierras, viviendas , escuelas, iglesias y comunidades.
v Cabe señalar que se perderá el exuberante bosque de galería con algunos árboles centenarios que cuenta inclusive con especies endémicas (o sea únicas en el mundo) como ejemplo la ranita azul del Tabasará Craugastor tabasarae que solo habita estos bosques en el mundo próximos a inundarse, en extremo peligro de extinción.
v No se ha mencionado la pérdida de biodiversidad del rio incluyendo los peces diádromos (de la palabra di o dos en latín) o sea que habitan ambos medios, los estuarios marinos y las cuencas altas ej. la boca chica y la lisa donde cumple su ciclo vital y forma parte importante de la dieta del pueble Ngäbe. El cual dejara de existir al existir el obstáculo físico de la represa o que morirán trituradas por las hélices de las turbinas.
v Existen otras variedades de peces, camarones y vida acuática que solo sobreviven en corrientes de agua en movimiento que perecerán en el embalse por falta de oxigeno.
v Que la represa inicialmente producirá 28MW mediante su cota de presa de 103 metros. pero que podrá subirse sucesivamente a 160mts de cota inundando 6000 hectáreas para producir hasta 220MW. Inclusive subiéndolo a 220 metros. inundaría 10,000 hectáreas.
v Que la idea original de las presas Tabasará 1 y 2 fue concebido para proveer energía al nefasto proyecto minero de Cerro Colorado. Pero fue cancelado por el propio General Omar Torrijos quien en solemne promesa ante autoridades indígenas retirar estos proyectos si estos no fueran el deseo de las comunidades indígenas.
v Por su gran importancia histórica, natural y cultural, pedimos que se declare al Rio Tabasará y su cuenca como Patrimonio hídrico natural y cultural de la Comarca Ngäbe Bugle y de la República de Panamá.
Por lo tanto si no hay respuesta nos mantendremos en el punto establecido.

Request to the Coordinator for the protection of the natural resources of the Comarca
By this means the 10 of April M10 Movement gathered from the 28 of March of the 2011 to a side of the Inter-American Highway by reasons for Action of protest against the un-consulted advance of the hydroelectric project Barro Blanco of the company GENISA which from the day 18 of March burst in to the River Tabasará with their machinery which has devastated the rocky bed of the river and has started to initiate the deflection of the river by means of mechanical drill.
We request to the coordinator in the table of dialog to elevate the urgent situation before the ad hoc commission.
We request the presence of the Minister of Government Roxana Mendez before the situation and the point of the conflict.
We call upon the cease of activities and exit of the machinery of the point of conflict.
These points are necessary to initiate the dialog table since the agreement signed by the President of the Republic has been violated in point two on the water resources of the region. This specific point that the works which affect the Comarca and the peasant sector will cease has been violated.
It’s worthy to indicate that the Environmental impact Assessment of the project only has validity for two years and expired in May of the 2010 so therefore the works that realizes company GENISA is outside the law.
It’s important to stress that the indigenous communities and farmers in the margins of the River Tabasará have not been taken into account for the public forum. They only distributed fliers in Tolé town and not thus in the communities affected by the project.
That when finding out of the celebration of this transcendental meeting the communities appeared at the event doors and were refused the entrance in violation of all norm of human rights. But when seeing that they were so many finally they were allowed the entrance but saying to them that to this was an informal meeting without binding terms.
We request that an investigation begin in all the points because we considered that the rights of the Ngäbe community and farmers have been violated.
It is also informed that the works have begun without taking into account the indigenous Ngäbe and farming communities that will be flooded in direct manner through the formation of a lake which will flood their lands, homes, schools, churches and communities.
Its worthy to indicate that the exuberant gallery forest will be lost with some centennial trees that counts with including endemic species (that are unique in the world) as an example the blue rain frog of the Tabasará Craugastor tabasarae that only inhabits these next to be flooded forests in the world, in extreme danger of extinction.
It has not been mentioned the loss of biodiversity of the river including the diádromos fish (of the word “di” or two in Latin) that is that inhabit both environments, the marine estuaries and the high river basins ex. the “boca chica’ or the small mouth and the “lisa” smooth ones where it fulfills its vital cycle and it comprises important part of the diet of the Ngäbe people, which will cease to exist while there is the physical obstacle of the dam or will die sliced by the blades of the turbines.
There exist other varieties of fish, shrimps and aquatic life that only survive in water in movement which will perish in the dam for lack of oxygen.
That the dam initially will produce 28MW by means of its dam level of 103 meters. But that will be able to rise successively to the level of 160meters flooding 6000 hectares to produce up to 220MW. By raising it to 220 meters, it would flood 10.000 hectares.
That the original idea of the Tabasará 1 and 2 dams was conceived to provide energy to the ominous mining project with Colorado Hill. But it was cancelled by General Omar Torrijos who in solemn promise before indigenous authorities to retire these projects if these were not the desire of the indigenous communities.
That due to its great historical, natural and cultural importance, we ask that the River Tabasará and its river basin be declared as natural and cultural, hydrological heritage of the Ngäbe Bugle Region and the Republic of Panama.
Therefore if we do not obtain an answer we will remain in the established point.
