El Presidente Celio Guerra se dirige a los manifestantes de Tabasará de las comunidades Ngäbe y campesinas (y quien los acompaño en su campamento toda la noche) quienes ya llevan más de 7 días de protestas continuas frente a la entrada de la entrada del proyecto inconsulto de Barro Blanco que se pretende construir en la cuenca del Rio Tabasará.
Quienes tambien se verán afectados por la inundación de sus tierras por la creación del embalse y construcción de la represa. Este proyecto no viene siendo más que los proyectos Tabasará 1 y 2 que se planificaron originalmente para proveer energía al nefasto proyecto minero de Cerro Colorado con 220MV. El proyecto barro Blanco que a 103 metros de cota producirá 28MV, pero elevándose la cota a 160 metros inundaría 6000 hectáreas produciendo precisamente los 220 MV. A los 220 metros inundaría 10,000 hectáreas, produciendo mucho más. El General Torrijos en solemne promesa retiró el Proyecto Cerro Colorado, como estas represas, si los dirigentes indígenas no lo querían.
El proyecto actual de hecho acabaría con las comunidades existentes en sus riberas con sus viviendas, alimento, comunidades, escuelas e iglesias. Además de acabar con su exuberante bosque de galería donde existen especies en extremo peligro de extinción como la ranita azul del Tabasará Craugastor tabasarae que solo habita estos bosques amenazados por el proyecto y en ningún otro sitio sobre la tierra. También acabará con la gran variedad de peces diádromos, de su palabra en latín "di" que significa "dos", o sean peces migratorios que hacen su ciclo de vida en los dos medios, el marino, y el curso alto del rio en agua dulce. Estos peces forman parte importante de la dieta de las comunidades Ngäbe y que perecerán por el obstáculo de la represa o que morirán trituradas por las aspas de las turbinas. Significando la extinción definitiva de estas especies en sus aguas. El deseo vehemente del pueblo Ngäbe es que se declare el Rio Tabasará como Patrimonio hídrico, natural e histórico por su inmenso valor espiritual para el pueblo Ngäbe como para el todo el pueblo panameño.

NOTA: Cabe señalar que el dia lunes 28 de marzo del 2011 se le interpuso por parte del Movimiento 10 de Abril para la Defensa del Tabasará una denuncia administrativa al ANAM por estar la empresa GENISA realizando labores sin estudio de impacto ambiental vigente el cual se vencía en mayo del 2010 (inclusive se hace mención dentro de una resolución que los trabajos se harían en Bocalatun --no existe ningun Bocalatun en el Tabasará lo que demuestra una falsificación o plagio y un irrespeto a las autoridades y a todos los ciudadanos) o sea que la empresa promotora del proyecto esta actuando fuera de la ley y hasta la fecha no se le ha visto voluntad de la institucion regentora de los recursos naturales para actuar paralizando los trabajos. ¿Preguntamos en que estado vivimos? ¿En un estado de hechos? ¿o en un estado de derechos?

President Celio Guerra addresses the demonstrators of Tabasará of the Ngäbe communities and farmers (and who accompanied them all night in their camp) who already have more than 7 days of continuous protests in front of the entrance of the project not consulted of Barro Blanco that they intend to construct in the river basin of the Tabasará River
Who also will be affected by the flooding of their lands by the creation of the lake and construction of the dam. This project is none other than the projects Tabasará 1 and 2 that were planned originally to provide energy to the ominous Cerro Colorado mining project with 220MV. The project Barro Blanco at 103 meters of level will produce 28MV, but raising the level to 160 meters would flood 6000 hectares indeed producing 220 MV. Up to 220 meters it would flood 10.000 hectares, producing much more. General Torrijos in solemn pledge retired the Cerro Colorado Project, as these dams, if the indigenous leaders did not want it.
The present project in fact would end the existing communities in its shores with its houses, food, communities, schools and churches. Besides ending its ebullient gallery forest where species in extreme danger of extinction like blue rain frog of the Tabasará Craugastor tabasarae exist that only inhabits these forests threatened by the project and in no other site on the Earth. Also it will end the great variety of diádromos fish, from the word “di” in Latin which means “two”, which are migratory fish that make their life cycle in the two environments, the marine, and the high course of the fresh water river. These fish comprise an important part of the diet of the Ngäbe communities and that will perish by the obstacle of the dam or will be sliced by the blades of the turbines, meaning the definitive extinction of these species in its waters. The vehement desire of the Ngäbe town is that the River Tabasará be declared, as a hydrological, natural and historical Heritage for its immense spiritual value for the Ngäbe people as for all of the Panamanian people.
NOTE: It is possible to indicate that the day Monday 28 of March of the 2011 an administrative complaint to the ANAM was submitted on the part of Movement 10 of April for the Defense of the Tabasará to be company GENISA effecting works without an Environmental Impact Assesment which expired in May of the 2010 (in fact it makesmention within a resolution that the works would be done in Bocalatun –no such Bocalatun exists in the Tabasará which demonstrates a falsification or plagiarism and a disrespect to the authorities and all the citizens) that is that the promoting company of this project is acting outside the law and up to this date we have not seen the willingness on the on the part of the institution which governs the natural resources to act stopping the works. We ask in which state do we live in. In a “de facto” state? Or in a state of rights?
